Just 270 Shoplifters Responsible For Nearly 30,000 Offences

Just 270 suspected prolific shoplifters were linked to almost 30,000 offences, according to newly revealed data, highlighting the disproportionate impact of repeat offenders on retailers and communities.

The individuals were associated with an average of 105 shoplifting offences each. The figures cover only crimes formally reported to police in which officers had identified a suspect, meaning the true number of thefts committed by these offenders could be considerably higher.

One of the most prolific offenders was identified in Sussex, where he was linked to 247 offences over six years—equivalent to a reported crime approximately every 10 days.

The data, obtained by the BBC through freedom of information requests, revealed that the 270 suspects were linked to 28,415 shoplifting offences in England and Wales between 2020–21 and 2025–26.

The figures were provided by 27 of the 43 police forces asked to identify the 10 suspects they had linked to the highest number of shoplifting offences.

Among those interviewed was Jeff Ashman, who estimated that he had stolen goods worth between £400 and £500 from shops each day.

"It's mind-boggling," he said, reflecting on the extent of his thefts from stores in Hastings to fund his addiction to heroin and crack cocaine. "I know the misery and grief and despair that I have caused these people for a long period of time."

Ashman said he had now left shoplifting behind. However, repeat offenders continue to pose a significant challenge to communities across England, with shoplifting offences remaining close to record levels of 500,000 in the past year. Research estimates that 10 per cent of shoplifters are responsible for 68 per cent of all thefts.

Retail leaders say shoplifters have become "more brazen, more organised and more aggressive", amid a fourfold increase in shoplifting since the Covid-19 pandemic.

Research by Auror, a retail crime intelligence agency that supports the identification and targeting of prolific offenders, suggests that repeat shoplifters are four times more likely to become violent or use a weapon than other shoplifters.

Police forces are increasingly directing resources towards repeat offenders, on the basis that prosecuting those responsible for a large number of crimes could have the greatest impact on reducing overall theft.

Sarah Jones, the policing minister, described shoplifting as a "pernicious crime that for too long has gone unpunished".

"They need to know that they are going to be punished," she said.

Although police have begun to reduce shoplifting offences and bring more offenders to justice, forces remain frustrated by delays in the courts, which can slow the conviction and sentencing of suspects.

Matt Twist, assistant commissioner at the Metropolitan Police, has called on ministers to introduce fast-track justice for prolific shoplifters, allowing them to be sentenced within days of being charged. He also urged the Government to impose tougher measures, including greater use of criminal behaviour orders to restrict or imprison offenders who continue to commit crimes.

"I know why retailers and the public are concerned about a sense of lawlessness," Mr Twist told The Telegraph. "We are determined to bear down on this and to deal with the repeat offenders, those that cause retail staff the most concern, those that put people in fear."
